The pace bowler has claimed 309 wickets in 71 appearances with an stellar bowling average.
Australia's chair of selectors Bailey has declared that pace spearhead Cummins will play a "major part" in the upcoming Ashes series.
There were concerns that the 32-year-old might sit out due to a stress fracture in his back that had not yet healed.
Earlier indications from team management suggested no definitive call had been made regarding his involvement, with the Test matches scheduled to begin on 21 November in Western Australia.
He revealed that his recovery is on track and was "optimistic" about the likelihood of taking part.
"We're aware that time is getting short and various factors around that, not just the physical problem, but additional elements," he commented.
"The outlook is good. We firmly believe that he's going to play a major part. Hopefully from the opening match. Otherwise, then we'll pick it up."
Injury History
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals last month after scans revealed a lumbar bone stress.
There is a track record of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in a limited period.
The bowler mentioned he would be bold in recovery efforts in his recovery plan to secure his spot for the series.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his recovery but acknowledged it was "becoming urgent" for him to regain fitness for the opener.
Contingency Plans
If he's unavailable, former captain Steve Smith will lead the side.
Versatile player Green was excluded lately from the ODI lineup for their ODI contests against the subcontinent side as a preventive step because of discomfort in his torso.
The selector characterized it as a "small issue and mentioned that he's scheduled to appear in the Sheffield Shield, so will be "well-prepared to resume bowling."
"Extensive planning has gone into developing the strategy for him to take part for the first Test as an all-rounder," Bailey explained.
"His involvement was limited to the first two ODIs regardless. How he handles the bat in limited-overs, even if it just sets him back for a short period, we just made the decision to adopt a safer strategy."
