The Collapse of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are conducted: optimistic declarations are delivered from different nations. Significant resources is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a ability afforded by current data. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Not long after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those full day illustrated Ukraine's essential dependence on international aid – a need that regional partners are clearly incapable to fill in the near term.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, endure.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its favour in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
